Used to do this at a junkyard body shop. Except we would use old license plates and rivets. It worked great considering they were used cars and had already been repossessed. The trick is to countersink the outside for the rivet to fit. Grind it and wipe it with filler. Also gotta “V” out the crack.
I didn’t agree with doing it that way, but it cached up perfect for the next person to buy and not make payments lol

Just cut off on the front side and body filler to cover,

They screwed it, then cut it flush on the front of the bumper and bondoed over it

Wood screws are square heads, commonly #2. They provide more torque when driving a screw into a piece of lumber.
That sir is a #2 Phillips head commonly used for drywall screws. Designed to slip off once it is tight enough.
