I'd say remove the plastic steering covers and see if three's a release mechanism to pull out the tumbler and check to see if the column linkage from the tumbler is worn or broken to the steering lock.

A lot of times “dealer only” parts that the national parts chains can’t get, independent body shops can for a fair bit less. Even when they don’t have anything to do with paint or bodywork. I’m sure one of them close by has changed the locks and rekeyed a vw/audi a few times.

some times you can try turning wheel one way then the other,and putting it up or down.also make shure its in park or netral,have a blessed week!

Try jiggling the steering wheel harder, wheel lock might be engaged. Also, I know it's a different make and I don't know if the VW is an automatic or a manual, but I had a Volvo wait an automatic floor shift and the shifter would cause the key not to turn. Like it didn't think it was really in park, I had to slap the shifter up to turn the key sometimes.

I've had that issue with the steering wheel lock putting pressure on the mechanism. Holding the wheel to remove the tension might have helped ( hmmmmm seems like someone was suggesting that )

hi Emily. take off the plastic covers and hit the lock mechanism with a block of wood . I had a similar situation on a Volvo and that fixed it still going years later

You didn't try turning the wheel as you tired the key, Also, I never use grafite because it's a solid
