It’s probably cause the bottom one is in gear. The lower one controls the
up an down and the upper one controls side to side so if the lower one is
in get then the upper one will not move.

opinion. My post was originally intended to share with my brother in law –
lots of experience from owning older cars – but I was able to figure things
out with the assistance of my local mechanic. All that to be said, I’m
