I guess I meant if the bolt head broke and the bolt itself is flush. Seems like an impossible spot to drill it or get it out any other way. I have to do mine on a 2002 grand prix and Im dreading that little bolt breaking.
If the bolt broke but in a manor that you could still remove it, you can just remove the bolt with a new one when you install the new filler neck.
What would you do if that 10mm bolt holding the filler neck broke off?

Usually you’ll receive an EVAP code saying that there’s a leak somewhere.
Will there usually be a diagnostic OBD code, to point you in the direction of the filler neck?
