How did you end up fixing that p0421 code? My 02 Mazda has the same issue.
p0300 first. cleared the code. now p0421 showed up.
I live in NY state and they allow 2 codes for 2001 newer cars could be 1
code, and also sometimes you can do what’s called is a drive cycle and will
clear some codes and get you threw inspection. For people having problems
with codes look up Drive Cycle for your car. Thanks to all that take time
to make videos on code repair. they can drive you up a wall.

Yes they can. A lot of the time it’s a simple as a loose gas cap.
My kids have liability only so it’s around $1200 a year.
