Are halo the same as led? I found these rgb led ones on eBay. Their Bluetooth. U think their any good?

The LED lights installed on the hood on the left and right. I found out if i install a rubber washer in between the bracket and the frame along with putting anti seize on the bolts. NO rust later on.
