I run a school bus diesel shop up here in Idaho. We run Delo 400 15w-40 at 6k changes on the cummins 6.7 and my personal 5.9 cummins gets 4k changes. We looked at 10k changes and had testing done. We decided in the long run that 6k is the magic number for how buses are run and we have had very few issues internally. Egr coolers yes. Internals no.

The trick is letting consumers drive cars and you buy them when they are older and the price is lower. Lets the average day drivers find out what cars are good. Then you just make it part of the conditions to get an inspection if from a seller otherwise go to trusted used dealerships (smallers towns)
