Yes, that sounds right. The duck bill drain tube was clogged on mine.

The round part with the rod that opens the flap is the vacuum solenoid. The
relays are the high speed fan relays. Probably there was a water leak (most
likely by clogged drain tubes) into the blower housing that caused the
motor to seize.
