If I’m in to replace lower manifold and/or head gasket on 100,000+ mile
car, should I replace the valve stems seals and/or do a valve adjustment
while I’m in there, or just leave those rocker bolts alone? Ours has
probably more like 135,000 miles.

I’m the type that likes to get other things done while I’m in there to
avoid re-visits.
