Does the gas tank need to be near empty to perform this change? Or, will simply disconnecting the relay and running it drain the fuel in the line?

Mine does even budge with the tab depressed. The outlet comes off easy but the other two don’t at all

My 1999 ford ranger xlt 4×4 does not have the external clips to release the filter from the hose…Any suggestion for removing (e.g. hose clip release tool) . One side is really stubborn.
