Being at the rear of a vehicle, tailgate handles can be extra susceptible to environmental causes of rust and seizing. If your handle has become stuck, or the latch no longer functions, you can replace it yourself with parts from TRQ. This video shows you how to install a new tailgate handle on your 1999-2007 Chevy Silverado.

This repair was done on a 2004 Chevrolet Silverado 1500 LT 5.3L and the process should be similar on the following vehicles:

I know this is 3 years old but hopefully someone can respond. You stated that we need to make sure the tailgate is down but my handle broke while the tailgate is closed and I don't know how to lower it without first taking off the handle to get to the latch rod. Will it break something if I take it off while the tailgate is up?
