Why does factory use rubber? Do these make it dangerously more “responsive “ and or put more stress on the rack and inner tie rods and steering shaft by not absorbing impacts and vibrations?

hi lowrangeoffroad, i really need your help. i have 1998 toyota 4runner 4 cylinder manual trans, after replace the driveshaft and the drum brake. its start have death wobble.(it come and go at the highway speed) i brought it to several mechanic but they cant figure out the problem is. when its has a death wobble the brake wont engage properly. i need to pull over to complete stop to stop the death wobble before i can drive it again. i even bought another driveshaft and replaced but the wobble still there. do you think the steering rack bushing can cause the death wobble? thank you.
