Seems like this might be a good thing to do from a preventative maintenance standpoint. If something happens to be in there, there’s a chance you could remove it before it damages the seal.
I've been riding for 40 years. Fork seals blow, especially if you tie a bike down too tight and crush them. You blow the oil out that seal's not coming back. You might wipe the dirt out and it might last for a little while but that does not fix a seal. You're going to get somebody hurt
This is one thing i actually agree on to give it a try. You cant go wrong giving this a try. I did this on my NC35 in the early 2000s. Didn't make a difference because i had microscopic corrosion, apparently it was common with grey imports.

It doesn't address the fact that you don't know how much fluid you lost
Can forks leak at the bottom?? I just noticed today that I had fluid on the bottom by the caliper it’s all around the bottom fork ?!

They do in fact dry out and pull away and crack and yes can even slip out.
