Was your suction hose dried out as well? (The hose that the o-ring is
attached to) I just replaced the o-ring and it still makes a whining noise
only when turning the wheel.

FYI: I was told by a mechanic friend of mine to leave the old fluid in and
just turn the wheel twice while off, then turn the car on and turn several
times, then finally to leave the wheel turned one direction over night.
This is supposed to allow the air to leave the system.
