Use bi xenon projectors to take care of the high beam problem, paint the
halogen housing, and seal the projector with aluminum tape to not allow
light to escape, then the light wont scatter. Problems solved.

But also, xenon bulbs in halogen housings cause the beam cutoff point to
scatter and blind oncoming traffic. Solutions? Install an aftermarket
headlamp with a proper xenon projector housing installed. These housings
have a special convex lense that focuses the beam to a much sharper cutoff.
Also, in the case of USDM Imprezas, they are designed with a dual filament
halogen for high and low beams. Xenons don’t have this capability, so they
rely on a solenoid in the projector that cuts the beam

extensive research on converting to hid. After much research, my findings
that 99.9% of all lighting experts claim that this very hid system is the
worst possible modification anyone can do to their lighting. First of all,
you’re installing xenon bulbs into a housing specifically engineered for
halogens. Secondly, this setup is 100% undeniably illegal. The fact that
you have no high beams alone will fail a safety inspection.
