I wonder if you have a different intake and coil setup on your ’99? On my car, nothing obstructs access to the PDV valve. Glad it helped.

This was helpful for me. Just did this for my 1999 Legacy BK 2.2L, removed three 10mm bolts holding down ignition coil, unplugged its terminal, moved it all aside, detached PCV hose, then removed PCV with 19mm socket.
