I had the same problem in my Xantia and it turned out to be the relay for the intermittent wiping mode. In the Xantia the relay is located in the left hand side footwell (driver’s side for me :)). You can see the t20 screw holding the blue relay in place as it’s positioned upside-down. All I did was spray some contact cleaner in the connector and the wipers started acting normally.
The reson why it was smoking is cos the wires going into the relay had melted, i have replaced the wires and it is no longer smoking and blowing the fuse, however it is still the same problem, i have also chnaged the stalk and the motor, however i have been told the connections could be dodgy going into the motor, try unplugging it and cleaning all the connections … also, your fuse may have blown. Hope this helps
