What the issue could be is the bracket that covers over the cabin filter might be bent or broken in a way that is allowing water to get into the HVAC system now.
you talk about an adhesive that should stick that cover on the windshield. Would that also seal it so water can’t get into the car? I have a 2002 , an started getting water from that area into the vent system and onto the floor in passanger seat.
You may want to check for a vacuum leak to see if that is what could be causing the issue.
i have a 98 with 135000 miles on it..just replaced the ac compressor and accumulator as well as flushed and pulled down the lines. it cools good but the compressor seems to have a slight roar that changes with rpm. also sometimes the blend door gets stuck and forces air thru the defrost and bi level vents rather dash vents. how would i fix this? thanks!

Yes. When we take the original one out you can also see them on the top.
Are you sure the black tabs go on top? When I took the old one out the were on the bottom,
It looks as though it could be some type of vacuum line, but not 100% sure. I don’t have the car here to see where it leads to.

It depends on the year of the Explorer. They only recently started to put them into the Ford Explorer.
You might want to check it every 10,000 miles. They’re not on every vehicle.
how often do you have to change these? also are these for all cars?
