Thats pretty weird, I am not to sure where you would start but did you check the relay? I have a video on how to test a relay the right way if you look in my channel. GL
I have a 2003 Mazda Protege.
The lower brake light turns ON but when I press the brake pedal it turns OFF.
I already checked/bought all fuses, bulbs, battery.
So weird that when driving the low brake light is ON but when I press the pedal it turns OFF.
also checked the brake switch

Are there any safety precautions that should be taken before doing this? (i.e. Make sure your car is off, etc.)

Not a 100% but it should be at the very least similar.
