If it weren't for dumb luck, they wouldn't have e any luck at all.

Could be a shitty alternator but that would depend on how long its been in service. Looks like quite a while.
That alternator is on overdrive now
I've seen an entire belt unattached just sitting next to the police and yet not a single light is on on the dash or a single thing working improperly like a ghost car
It's called a tensioner pulley
Its a continuously variable pulley
