It looks like your module that controls the leveling motor is going bad. The actual leveling motor, usually when they go bad it stops working, so when you turn your headlight only one headlight adjust. In your case both headlight are doing the same thing. I think it’s the leveling module. Also, check your connection to make sure they are not loose, that can also be a problem.

I believe it’s the wiring that is bad. If the ballasts were bad, they will not start at all. Also make sure that you are using D4S bulbs.

I have a 06 Lexus GS 300. My headlights go in and out meaning sometimes one will work and the other side doesn’t then the other side will work and the other goes out. Sometimes both will go out, do you think both ballast are bad? Is the procedure the same for changing the ballast as showed in your video for the IS?
