There are three nuts there. So whoever did this last didn’t replace the third.
For the second bulb that is above the turn signal, I didn't have to use any tools or unscrew anything. If your fingers can grip the bulb holder, simply twist CCW and pull out (same as turn signal), thx

Yeah my bulb popped and it melted the red stuff around it I might have to get a whole new tail light what a nightmare that top bolt looks like a headache
