Either the battery is conditioning and can only accept about 11kw and the rest is actually going to climate or kia has slowed the charge near the top to prevent battery wear. About all i can think of.
I used to own a Chevy Spark EV that only could intake 3.3kw on the charger. If you used ANY climate man it took FOREVER to charge.
