The things you had drilled out and had to use different bolts with are
called nutserts. You can remove them and put new ones in. They are cheap
and super easy to install.

Also, under no circumstances should you elongate the holse in your rocker
guards to move them forward. If you want to get the fenders flush, you
need to cut down the actual rocker guards. If you elongate the holes, the
rocker guards can easily shift when you eventaully drag the on rocks.
