I assume that the idea of hammer and dollying after each short run is to
get the weld bead to sit down a little flatter and therefore make grinding
it down a little easier?

As long as there is no tungston inclusion, and it is sanded and painted
properly the weld will be free of rust and last indefenetly.

You should use gas on both sides or weld guard to reduce chance of rusting

Did you protect the interior side of the panel with gaz ? if not, you
should have carbon if you made penetrating welding no? it’s a good starter
for rust no?
