The drain plug should be just hand tightened and then turned a bit more
with the wrench. As for the metal washer, you would want to put it on the
drain plug.

do you need to use the wrench to tighten the filter?
technically 2/3 turn after the gasket seats, by hand or if you don;t happen
to be as strong use a wrench. Overtightening can warp the filter and cause
leakage.
No need torque on the oil nut? Why not fill the new filter with new oil,
even if it get a little out when tighting ? where it go the washer that
come with the filter, on the oil nut or in the filter? Thank you guys for
