Thank for sorting this out. It worked perfectly on my Win7-64 machine. I
found I didn’t need to reboot – I just switched users back and forth and it
only took 3-4 minutes.

Thanks for sharing! It worked for me without a problem on Windows 8.1.
Already tried uninstalling the security upgrade (as pointed out by Garmin)
for Windows 7 (other computer) but that wasn’t a solution.

After more searching and trying I found this that has at least worked for
now, on the Garmin forum :

If anybody else is desperate like me, maybe this will work.

In some cases depending on how the security software is setup along with
User Account permissions can cause issues with what has been described. One
thing you can try is forcing access to allow the Garmin Core Services to be
allowed through to the internet.

1. Press the Windows key+R
2. Type “services.msc” and press Enter
3. Locate and right-click Garmin Core Update Service
4. Click Properties
5. Click on Log On tab
6. Select This account
7. Click Browse
8. Type Network Service
9. Click Check Names
10. Click OK
11. Remove all text from both password fields
12. Click OK
13. Click OK again
14. Right-click Garmin Core Update Service and Click Stop
15. Right-click Garmin Core Update Service and Click Start
NOTE: This is not a permanent fix. These steps must be repeated if Garmin
Express is updated to a newer version or re-installed.

Thanks Richard. A new Admin User profile worked for me. How did you figure
out that was the problem?
I installed Garmin Express OK except one .dll was corrupted, but the new
maps are installing as I write this. Seems that Garmin just do crap
software.

You saved my GPS and perhaps my life, as blunt force trauma can be deadly
to one’s head after repeatedly striking it against a desk. I was so furious

Rick I tried the temp account and still got the same message. seems I’m
super unlucky since this worked for a few others. I’m at a total loss
again.

The right click guy below suggested did not work with either admin account.
what the hell. Over the years I have had issues with many Garmin
software’s. but I’ve tried Magellan and tom tom and don”t like those
products as well as a Garmin unit.

What to do next ??????? I was really hoping this would work. My express
worked the last time I used it and now not. Just got a new 350LM in the
mail todayas replacement for the 550 zumo I sent in for repair and can’t
register it or update.

I found the fix, don’t need an 18 minute video. Just right click the
GarminExpress.exe you have downloaded and click “Run as Administrator” and
it works no problems on my PC :)

Only had to watch until the create a new user ID. Logged in on the new ID
and it loaded just fine.

Rightclick setup file (save from website not open) and run as admin worked
for me. way simpeler.
Even tho its a admin account some setups still require running as admin.
