JPN AUTO TRADE says:

If your Honda fuel filter has a 12mm bolt on it, that is your test point
for fuel pressure, you dont need a fuel pressure tester, just loosen up the
bolt, a little gas will come out so put some rags under the filter. Turn
the key on, if the relay is good, fuel will squirt out from the loose bolt
and you know the relay is good (for the moment). This initial key on test
for two seconds is the fuel pump prime as the computer turns on the relay
and then turns it off, sometimes the PCM is bad too.

Thank you for going the extra step, I really enjoy videos like yours and
they are so much better when the good folks doing the work take a little
more pride and go the extra step to make a good video for all to enjoy and
learn from, waiting for more great stuff from your channel.

The relay is actually two relays in one and yes the number one problem is
the cold solder joints and you did fix it the correct way but you need a
much better soldering iron or gun man, that was a really sad job with
really sad solder and I didnt notice if that had flux in it or not but
sharp tip irons are not the way to go bro so an upgrade is in your near
future, some better solder and some flux and a desoldering tool also. Clean
up the board when you are done also, lets not be lazy.
