You will have to first remove the door panel to check and see if there is
any damage to the regulator and then you will have to test the electrical
connection going to the motor to see if you are getting 12volts when the
switch it hit.

The windows by design I believe are not meant to roll all the way down to
be level with the door frame. There is no way to get them to go down to sit
flush.
