I have watched a lot of these kind of videos and none of them show how to get it out with out turning it. Every video says to turn to start spot and push the button to release. The switch will not turn no matter what you do so how dose that work??????

Do t remove steering wheel. Just remove the dash trim. Top cover will give you enough room to put your hand in there with an Allen key

It's a 20 year old truck, just unhook the battery, drill a small hole in the top cover, use a punch to release the cylinder and pull it out.
