Is there a reason why the plastic locking hatches clip in opposite directions? Driver's side to front, passenger side to rear?

My 2001 Ford Explorer Sport Trac’s tailgate doesn’t lock and unlock with the fob when I lock and unlock the truck and when I tried to use the actual key to open it manually, the key doesn’t turn, do you happen to know if the truck actually comes with electric lock for the tail gate?, and in my case what parts need to be replaced please?

Great step-by-step presentation. I just followed your video in replacing the broken handle on my 2011 tailgate. Thanks for also including the tools needed. I didn't have the proper torch bit, but since I knew I needed one (from your film) I just made sure to buy one along with the replacement handle (saved me a second trip/second order).
