If the plastic pin doesn’t fit immediately, one thing I found that works is plugging the actuator in but not installing it and turning the key to the on position so you can turn the temperature gauge, in turn, spinning the pin

There's a 3rd bolt on my 2006. You have to take a little more out to get to it.
