Ray, I was only able to get a very quick glance at the date code on those tires and it appears they are from 2012. Which makes them 11 years old. They are beyond the time to be replaced. You should really try and talk that customer into getting new tires.

I was following behind a Ford E350 dually van today. Did they ever come from the factory that way or someones project?
Kinda odd looking. The front wheels were also dually style rims as I passed so more than just a rear axle swap.

You have it lucky that you're not in the great white north as a lot of stuff you can un-do will actually un-do. The north gets no reprieve, so it's liquid-wrench on a daily basis.
Dicking with that L/Side shock for that long is just nuts. Use a bloody torch, dude. And have a hose handy!
As another thought since your stud and nuts are in great shape, you could very possibly tighten it and break it off in a single turn – easier than undoing the entire thread, vs any cutting. That sometimes works and always a first option vs the torch in many cases.

In UK that tyre would get you six point on driving licence, insurance would go up as well next renewal, no horn 3 points, could be done for invalid insurance cover since they might not cover liability (clause in all insurance to maintain in legal condition and good state of repair). in the event of accident with injury or death, manslaughter charges and driving ban might follow. Civil claims would also bankrupt for life and prison for a long time. Just for the sake of a £150 tyre, silly really, no brainer.

At ford we have a better idea my butt lol ive done this job too and there isnt an easy way to do it that i found other than not do it lol im a va state inspector and tires brakes and front end im anal about. Ive been in soooooo many heated conversations about tires dry rotten and still good tread. They not safe when crack look like canyon and can see innards.

The tires are clearly too old by the looks of the sidewalls. Beside the big chunk out of one. Yes that van shouldn't be driven far or fast at all not untill it gets some new rubber and the torsion bar looks like it missing some rubber bushings.
The system should be looked ovef real close. It would not pass inspection here where im at.

An Auto Tech has the right to refuse to work on a customers car/truck. With the tires in this bad of shape I refuse until the customer got some good tires. My luck, or lack of, the customer will pick the van up, pull out of your yard and blow out that tire killing a school bus full of kids.
