I should have pointed out after installing the timing belt, before you tighted the bolt holding down the tensioner pully that has the spring tensioner pushing on it, what you do is turn the crank with a socket wrench while watching that tensioner rod. It moves up and down a little as you turn the crank. When it seems to be at maximum extension (ie pushed the farthest out with the belt the tightest) you then tighten the bolt in the center of the bearing to lock it in place.
