That's not a balancer, it's just a front pulley. You're confusing it with a 'harmonic balancer' which is designed to disrupt certain resonating freqencies in the crank. These can normally be spotted by the fact that they're 2 pieces bonded together by a rubber doughnut.

If the knife edges are perfectly on the level, when you set the part on them they should not roll at all no matter the orientation of the part. Your hub-wheel did seem to have a heavy side. You are a master mechanic! I look forward to your videos.

If you were to do it again. Shave the ribs of the balancer and cut the timing wheel to be a small interference fit. Freeze the pulley and heat the timing wheel. Assemble them and when they come to room temprature they will be friction pressed together.

I think you may have forgotten to set up your TDC with the missing tooth aligned with the reluctor…you may have to remove the 3 bolts on the CPS wheel, set TDC, then rotate the wheel to align the reluctor and redrill the holes

Wouldn’t the fact that two teeth are missing mean that you would have needed to move the joining bolts to allow for the weight difference. Is that the harmonic balancer?

The light weight of that part would hint at aluminum versus brass.

Your welding is really coming along! Reluctor mount: Turning the top hole into a slot will allow you to keep the face of the sensor aligned flat to the wheel. Single slot will set it at an angle.

Talk to Al Turbo Yoda and have him hook you up with the machinist who did their 4age and have them balance it for you, that thing will be spinning at near 8k rpm like you said, super important to life of bearings too
