The rubber air hose is for the PCV air cleaner, the PCV valve is on the other side of the engine in the opposite valve cover, fresh air goes into the crankcase from the PCV air filter via this rubber hose, then the dirty oil / fuel fumes get sucked into the intake from the PCV valve on the other valve cover. My guess is they both need to be serviced along with everything else that a tune up needs.
