There are many things that could cause this condition. The first item to check in the diagnosis procedure is if the “Check Engine” light is on to retrieve the codes. I believe you are referring to the FLVV – Fuel Level Vent Valve. This removes the vapor from the tank & sends it to the emission carbon canister. It also shuts off the vapors when the fuel level is high so that no raw fuel gets into the canister. Your local Dodge dealer should be able to look this part up but I am not sure it is a replaceable part of the fuel tank. Hope this helps. Thanks.

Hello: The spanner wrench in the video is a fuel tank lock ring spanner wrench that is made specifically to remove the lock rings on fuel tanks. These wrenches can be purchased at auto parts stores and/or tool suppliers. Thanks for watching!

Could this video be used as a refference to replace the fuel pump on a 2004 dodge stratus 4door with the 2.7 v6? In addition, what process did you use to clean out the tank?
Hello Shawn: It won’t be exactly the same, as the ’99 and the ’00-’04 call for two different fuel pump modules. However, the applications are similar enough that most of the steps will be very much similar. You could use this video to help you on the installation. good video. you make it look easy. just did it and the bolts for the tank straps were completely rusted in and one sheared in half, job took about 3 hours because of those bolts, but the car starts right up now and actually runs with 55psi fuel pressure instead of 30 and taking a year to start.
