This is how I fixed the power windows on my 2003 dodge ram 2500. The problem i was having was only the driver’s door could control the windows. All I had to do was bypass the child lock switch by connecting two wires. This should work on most ram series trucks.

Good stuff, I was just looking up how to fix this on my 03 1500. This seems like the most logical solution because I don't have kids and really have no use for the window lock feature.
so when you say its on all the time is it like all the time or just when the key is on i am having the same problem with my truck
