Hello Randy: Good chance neither are at fault with the information you’ve supplied. The OE pressure spec for this vehicle (key on/engine off) is 58 psi (+/- 5). The specs you provided for engine off seem to be right on. Are you having any drivability/hard start issues leading you to believe there’s a problem? A bit more info may help to figure out which path to go down next in the diagnosis. Thanks.

my 2001 town and country fuel pressure reading is 65psi running and 58psi with engine off.pump bad or regulator ? the video is great have my tank down . just not sure what part to buy..3.8 v-6 2wd

The emissions/vent hose connector should not require a special tool. It should just be a squeeze type connector.
