If the air on the passenger side is cold but the driver side is hot, it's a dual system with passenger side controls separate from the main controls. When this is the case, there are 2 temperature blend doors in the heat/AC box behind the glove box. These are operated with electrical servos, which can stick or get hung up. I have a 1999 Buick LeSabre that has done similar things with the temperature from one side to the other, and I've been able to open and empty the glove box, then operate the temperature blend doors to free them. Once I have done that, they have seemed to work properly. Keep in mind that they operate when you first start the vehicle all the way from cold to hot and back to wherever they are set at.
