Yes, I did a little research also and found the same thing. I believe that the pump is working as it sounds like a vacuum cleaner. And yes, it’s job is to reduce emissions by injecting oxygen above the exhaust valves during a cold start. It also is supposed to run after following starts when warmed up for the ECM to do checks on the system. I’m hoping that there is a vacuum leak being a broken hose, etc. I haven’t worked on Volkswagens that much, but I guess we’ll all learn on this one. Thanks!

I spent a little time on the VW forums, and I found a number of people who had faiiling air pumps. Some decided not to repalce the air pump, reasoning that the main function the air pump is to reduce emissions, with little effect on performance. Of course such a vehicle would fail an emissions inspection but they said a new air pump is pretty expensive. I hope your solution is easier.
