you need to take the car to a saab specialist and have them hook up your car to a Tech2. once its hooked up they can change the light settings to ROW (rest of world) which gives you full control of the switch.
I had my local Saab dealer switch my 9-5’s headlamps back to manual. Now I can actually turn them off. Nobody appreciates this more than my neighbors whose bedroom window my headlamps used to shine into early in the morning in winter when I’d start my car to let it warm up.
In Sweden we must, by law, have the headlight running all the time, so it is most logical that it turns on automatically and is always running regardless. And since Saab was Swedish… 😉
You can actually have the car programmed with tech II to actually turn the lights off with the switch look it up

This thoroughly confused me when I bought my 2003 9-5. I finally figured it out myself. I just leave the lights in the ON position. You can also remove the daytime running lights fuse on the fuse panel, making the lights turn off when in the OFF position, in case you didn’t know. Great video! This will help a lot of confused first time Saab owners out there. lol
