My filter is relatively clean but my ac doesnt blow hard enough even at the max ac mode, what could be the problem?

arrow should point down, if you look at the debris on the filter when he pulls it out, you can see that all the debris is on the inlet side and the clean filtered air comes out the bottom, this indicates that the air travels top to bottom.

I just did this myself and I'm horrified to find out the filter is missing in my car. Probably it must be stolen by one of the garages I gave for repairs.
Now my problem is how do I clean the filter bay, since it could be clogged with dust and debris.

I believe the air flow arrows should point down, not up. Did the installer in this video install the filter upside down?
