After making the stem repair I found that resistance was coming from inside
the air box where the flapper is located that controls the flow of hot or
cold air. This appears to be a manufacturer defect from researching
online. You can stick your hand under the dash and move the temperature
control gears by hand from the drivers seat to make temp. adjustments or do
a full blown major repair of the air box flapper. At least in my case the
hole in the dash is now filled with the original knob and looks ok.
