You certainly can pass the bus power with the OWC Mercury Elite-AL Pro mini enclosure. To be double-sure, We just tested the setup you requested and sure enough, both drives mount with the first plugged into AC and the second in the chain running on bus power.
The NewerTech (not OWC) Voyager product doesn’t work that way with bus power as it really was designed to be a desktop product as opposed to a portable one.

Can somebody try this. Attach the mini to the computer fw800 with an ac adapter and then daisy chain another firewire device to the second fw800 port without ac adapter. Is bus power passed thru the first device to the last device? ie. can the second device be powered using bus power? This isn’t possible with OWC Voyager product which I have. I’m interested in whether their enclosure has the same problem because OWC told me it’s the 934DSP chipset that’s the cause.
