What about other parts of the chassis that suffered more stress because of that bottom rusted part? Now that "fix" is stronger than the rest of chassis and has a potential to deflect stress on other parts…

I'm sorry in my state that would not pass inspection. They do not allow any welding on any frame.
You could just replace the frame.

When I got my yj wrangler, I changed the oil, then poured it into the frame, I keep adding oil in the frame
