I am sure the crankshaft pulley timing mark should line up with a line on the oil pump housing NOT the marks on plastic cover. Perhaps the timing is not too far out!!!
you need to line them up make sure to mark what it is current with a different color turn crank by hand 4 or 5 times to make sure it does not jam then finish and start listin for nocking or odd noises if its nocking now check the valves and if you have time check valves befor start up if it starts check compression
