I am trying to replace head gasket on Hyundai S Coupe 1994 G4EK engine. I
forgot to Align timing marks on both Camshaft and Crankshaft before
removing the Timing Belt. Now how can i Align them?

The holes that you saw on the harmonic balancer pulley are not for special
tools (you mentioned this at about 12:30 in this video) — they are drill
holes made when the manufacturer removed material from the heavy side of
the harmonic balancer pulley to balance it.

You will see similar drilled holes on flywheels too. Also on
pressure-plates on manual transmission vehicles. Basically any heavy cast
round spinning object on an engine needs to be balanced — and the drilled
holes are the way it is commonly done. The more holes and the deeper the
drilling, the more metal had to be removed to put it into balance. It’s
basically the opposite of what is done for balancing tires — where they
add weight to the light side. Instead, for spinning metal parts with
significant mass, material is removed from the heavy side to put it into
balance. You will see similar drilling on the counterweights on
crankshafts too to get the crankshaft into balance.
