tight, what is the problem i have?

i have is the new caliper bracket touching the rotor when its installed.

seizing and should you clean the brake disc prior to install, and is there
any tips to painting your calipers?

Zinc plated rotors generally don’t need cleaned. Clean the calipers really
well before you paint them.
