Hello do you think it is better a low level of fuel in the tank to do this job in a safer way? For example 1/4 of fuel or less?

So I couldn't get my car started, turning over fine just no gas it seemed. Spent 20 minutes tried every 2-3 minutes. Cold 28 out at night. I go back the next day, can't get it started, at 21 years old, 2000 Accord, I decide to junk it. Honda dealer is only a mile away, he has a guy who buys used Honda's, he comes over, it starts right up. It was 40+ degrees by then. What happened?
